Australia’s migration planning levels for 2019 – 2020 have been reduced from 190,000 to 160,000 with the Skilled Migration Program retaining almost 70% share of the total visa places available. The allocation of existing and the implementation of new skilled visa subclasses, within the Skilled Migration Program, will have a significant impact on Australian migration options over the coming year.

Under the new migration program planning levels for 2019/2020 visa places will be allocated as follows:

So, with almost 70% of the places allocated to the Skilled Migration Stream, the best new options for migration to Australia for the 2019-2020 program year can be found under the following visa categories:

Skilled Regional Work Visa

The new Subclass 491 Regional Work visa will come into effect on 16 November 2019 and will provide a new work visa for up to 5 years for skilled migrants to live and work in regional Australia.|

The work visa will be available to applicants with an occupation on the Skilled Occupation List, who are under 45 years of age, meet English language requirements, health and character, as well a minimum points test score of 65 points.

Intending applicants must be nominated by a State/Territory Government or sponsored by a relative.

There will be a pathway to permanent residence after 3 years on this visa under a new Subclass 191 visa to commence in 2022.

For the Subclass 491 visa, Regional Areas will be those outside Melbourne, Sydney, Perth, Brisbane and Gold Coast.

Global Talent Visa – Independent

The recently renamed new Global Talent Independent Visa program will be expanded to provide a direct permanent residence option to attract the best and the brightest skilled migrants to bring their skills and experience to the Australian economy.

It is hoped that this Program will aid industry and employers in attracting global talent of the highest calibre, at the top of their profession, to settle in Australia.

Employer Sponsored Migration

Making up almost one-third of the available places in the Skill Stream, the 30,000 places available under the Employer Sponsored Visa programs means that the best option for permanent migration to Australia is the Australian job market.

The Employer Sponsored program continues to meet key outcomes to fill skill shortages in the labour market and improve the productive capacity of the economy by matching vacancies in the market to persons with the requisite skills and experience.

Government initiatives such as the Accredited Sponsorship Program which has been highly successful in the Temporary Skill Shortage program could, in time, be formally extended to the permanent Employer Nomination Scheme program as a means of streamlining applications for low-risk sponsors seeking to fill skill needs in an efficient manner.

The new Subclass 494 Regional Employer Sponsored (Provisional) visa will provide further employer-sponsored options for migration from 16 November 2019 with regional employers having access to an extensive list of occupations to nominate employees in a range of positions. Visa Applicants will be required to have an employer sponsor and be under 45 years of age, have a successful Skills Assessment and at least 3 years of employment experience, as well as meet English, health and character requirements.

Designated Area Migration Agreements (DAMA) are also on the increase with Labour Agreement arrangements now in place to offer expanded options under the Employer Sponsored programs in the following regions:

  • Northern Territory
  • Great South Coast, Victoria
  • WA Goldfields, Western Australia (Goldfields)
  • Regional South Australia
  • Adelaide City
  • Orana NSW
  • Far North QLD.
